Specification of the Green Mine Evaluation Index

The Green Mine Evaluation Index includes prerequisites and scoring tables. The prerequisites are veto items. If any item fails to meet the requirements, the mining enterprise cannot participate in the green mine selection. Provinces (autonomous regions and municipalities) can add veto items according to laws, regulations, and the actual situation.

1. Scoring method

(1) There are 100 items in the evaluation index scoring table, with a total score of 1,000 points. The green mine construction level shall be scored from six categories: mining environment, resource development mode, comprehensive utilization of resources, energy conservation and emission reduction, scientific and technological innovation and intelligent mines, and the management and image of enterprises.

(2) Treatment of items not involved. For the score calculation of mining enterprises that do not involve Items 33-36 of the third-level index, it shall be determined whether Items 33-36 belong to the items not involved according to the Standards for Comprehensive Exploration and Evaluation of Mineral Resources (GB/T 25283-2010), and it shall be explained in the scoring table. If it belongs to the item not involved, the major category's final score shall be scored by the conversion method. For example, a mine does not involve Items 33-36, and if the total score of Items 37-42 is 64, then the final score in "3. Comprehensive utilization of resources" is "64 / 80 * 120 = 96 points". 

2. Compliance specification

(1) In principle, the total score shall not be less than 800 points. The natural resources management departments of all provinces (autonomous regions and municipalities) can appropriately adjust the specific "standard line" according to each region's actual situation without lowering the comprehensive requirements.

(2) In principle, the first-level index (converted score) score shall not be lower than 75% of the index's full score. For example, the full score of the first-level index of "mining area environment" is 220 points, and the actual score of the index shall not be less than 165 points.

3. Scoring specification

(1) If an index is a deduction item in the scoring specification, the index's score shall be deducted until it is finished. If an index is an increased item in the scoring specification, the score will increase until the index's full score increases.

(2) A score must be supported by evidence, and the supporting materials must be kept. The reasons for getting the relevant scores shall be indicated in the column of "verification record." If there is no supporting material or evidence, no score shall be given. If many contents need to be filled in, they can be majorly described in the assessment report.

(3) For the supporting systems such as the centralized construction system of mineral processing, the association relationships should be transparent, and they can be unified into the assessment consideration.

(4) The assessment methods such as questionnaire, onsite examination, and averaging of experts' scores need to be described in the "inspection record" description.

(5) The contents that need to be checked on site should be indicated in the "inspection record", and the contents shall include staff, equipment, facilities, plant, environment, and site.

Note: Comprehensive utilization of resources: the first three items of the second-level index are for non-metal, chemical, gold, metallurgy, non-ferrous metal, petroleum, and coal industries, with a total score of 120 points. The last three items are for sand and gravel, cement limestone, and building materials industries, with a total score of 120 points. In the assessment, any one of the above categories shall be selected for different minerals.
